Rule 23
In case of dispute between licensees

(1) If a complaint is filed before the Authority in accordance with Rule 22 regarding a dispute between license holders regarding telecommunication services, the Authority shall refer the respective license holders and resolve the dispute through mutual discussion. 11 (2) If the dispute cannot be resolved through mutual discussion according to sub-rule (1), the Authority shall appoint an arbitrator consisting of one representative of the licensees and one representative of the Authority for that purpose.
(3) The arbitrator appointed in accordance with sub-rule (2) shall arrange his own procedure for resolving the dispute.
(4) The arbitrator appointed according to sub-rule (2) shall make his decision regarding the resolution of the dispute within fifteen days.
(5) The decision made by the arbitrator in accordance with sub-rule (4) shall be valid for the concerned persons.
